Hunton Andrews Kurth LLP recently launched its Global Economic Development, Commerce and Government Relations Group, with Todd P. Haymore as its managing director. Before his arrival at the firm, Haymore served as Virginia Secretary of Commerce and Trade under Governor Terry McAuliffe.
Led by Haymore, the Global Economic Development, Commerce and Government Relations Group draws on the experience of 10 of the firm’s key practices, and guides clients through discussions with all levels of government, negotiation of economic incentive packages and execution of complex development strategies. This experienced team of business and legal strategists are subject matter experts focused on providing vital resources needed for businesses wishing to expand or enter new markets in the US and abroad.

As Virginia’s chief economic and workforce development officer, Haymore oversaw the state’s 13 commerce and trade agencies, including the Virginia Economic Development Partnership, and worked with the state’s executive branch, the General Assembly, private companies and other key stakeholders.
“The intersection of business and government, which can be a challenging crossroads, has been the focus of my entire career in the private and public sectors,” Haymore said. “I’m excited to utilize my knowledge and experience to help companies expand their business and move products in the global marketplace while navigating the intricacies of government at the local, state and federal levels.”
A veteran of more than 50 national and international gubernatorial trade and marketing missions, Haymore assisted companies looking to grow their business in the global marketplace. He also served as Virginia’s point person for Governor McAuliffe’s “new Virginia economy” diversification effort and led the state’s coordinated economic development team. During this period, Virginia experienced record-breaking capital investments of over $20 billion resulting from more than 1,000 economic development projects.Haymore has spent more than a decade in public service in Virginia in several bipartisan positions, most recently being appointed as the state’s commerce and trade secretary in 2016 by Governor McAuliffe, a Democrat. Prior to that, he served as Secretary of Agriculture and Forestry under Governor McAuliffe and his Republican predecessor, Governor Bob McDonnell. He also served as commissioner of the Virginia Department of Agriculture and Consumer Services under Democratic Governor Tim Kaine.
Before his state government career, Haymore was an executive with Universal Leaf Tobacco Corp. and DIMON Inc., two of the world’s largest global leaf tobacco merchants. He also was legislative assistant and press secretary to former US Rep. L.F. Payne (D-VA) and deputy campaign manager and communications director for Payne’s bid for lieutenant governor in 1997. He received his undergraduate degree from the University of Richmond and a master’s in business administration from Virginia Commonwealth University.
