Appalachian Home Monitoring, LLC Approved for VCEDA Seed Capital Grant

GRUNDY, VA – MARCH 6, 2026 – Serving rural communities with fast local support and court-compliant tracking solutions when it comes to monitoring services for individuals on probation is the goal of Appalachian Home Monitoring, LLC. The new business in Grundy, VA, provides GPS ankle monitoring and continuous alcohol monitoring services for individuals on probation and will celebrate its grand opening March 17.

Appalachian Home Monitoring, LLC is a recent recipient of a $10,000 Virginia Coalfield Economic Development Authority (VCEDA) Seed Capital Matching Grant. Seed capital grants are funded from regional funds received by VCEDA which are paid by the natural gas industry.

“Appalachian Home Monitoring, LLC utilizes court-compliant technology tracking solutions to monitor probationers assigned by the courts,” said Jonathan Belcher, VCEDA executive director/general counsel. “The new business projects five to seven full-time employees and two part-time employees within five years.”

The new business owner, Katy Bunn-Davidson, noted the courts have been assigning probationers to the monitoring service since earlier this year. The new office is located at 1139 Plaza Drive, Suite E in Grundy.

“We created the company in 2024 in response to a growing need in the Appalachian region for cost-effective, locally managed alternatives to incarceration and traditional supervision,” Davidson said. “The concept for Appalachian Home Monitoring arose from the increasing demand for monitoring services in rural court systems that lack local providers. While we are opening in Buchanan County, our future plans include expanding coverage into surrounding counties in the 29th Judicial Circuit and offering additional compliance services such as drug and alcohol monitoring and reporting.

“There really are no limits to how many we can serve,” she added. “We can always order additional technology to increase the number of probationers we are able to monitor. Additionally, we plan to expand into offering rehabilitation services to support long-term client success.”

Primary clients include individuals on probation, pre-trial release or under court-ordered supervision. Equipment is sourced from Impairment Detection Services, LLC, which also supports the Grundy business on device training and utilization.

Davidson said Appalachian Home Monitoring is using the VCEDA seed capital funds for equipment, software and signage, as well as for operating capital.

“We are committed to delivering dependable and affordable ankle monitoring services to individuals on probation and awaiting sentencing in the Appalachian region,” Davidson said. “By providing accurate technology and personalized support, the company aims to promote public safety, enhance compliance and assist in rehabilitation.”

“The seed capital grant gave us some financial relief which has allowed us to expand our planning,” Davidson said. “The equipment and software are all very expensive.”

Davidson worked with the Small Business Development Center (SBDC) at Southwest Virginia Community College (SWCC) in developing her application to VCEDA and received a letter of support from the Buchanan County Industrial Development Authority (IDA).
