The Virginia Chamber Foundation is pleased to present the 2026 Virginia Forum on Infrastructure.


Robust infrastructure is critical to economic success. Businesses and communities of all sizes, in all industries, and in all regions depend on reliable energy, clean water, safe transportation, and dependable broadband. As the cost of infrastructure continues to increase, Virginia must continue to find creative and innovative ways to leverage investments and deliver capital projects.

How can we continue to thoughtfully improve Virginia’s infrastructure and keep the Commonwealth one of the best states for business?  Hear from energy, utility, water, and other infrastructure leaders, members of the business community and policymakers on what fuels Virginia’s economic growth and how we can best prepare for the infrastructure needs of tomorrow.

Power and Possibility: The “NextEra” for Dominion Energy

Brad N. Hall, President and CEO of the Virginia Chamber of Commerce, will moderate a conversation between Ed Baine, Executive Vice President of Utility Operations and President of Dominion Energy Virginia, and John W. Ketchum, Chairman, President and Chief Executive Officer of NextEra Energy, Inc.  They will discuss the proposed merger of the two organizations and what it could mean for Virginia’s energy landscape.

Blueprint Virginia 2035 Updates

Statewide Infastructure was a critical focus of Blueprint Virginia 2035. During our luncheon, we will be hearing remarks from Joe Hines, Senior Principal and Director of Economic Development and Site Selection at Timmons Group and Co-Chair of the Virginia Chamber’s Infrastructure Industry Council. Mr. Hines will examine the recommendations presented to Governor Spanberger in December 2025 and where we are today, nearly a year later.

Dress: Business Attire

Registration and Check-In: The registration desk is located on Level 2 in the foyer outside the Grand Ballrooms. Your name badge serves as your ticket for the day and includes your assigned luncheon seating.

Seating: The morning program is open seating unless you are a speaker or panelist. Check your name badge at check-in for your luncheon table assignment.

Parking: Parking in the GRCC Parking Deck is $8.00 per vehicle. The deck connects directly to the Convention Center via the 3rd level. Additional parking is available near the intersection of 5th Street and Marshall Street. Please note there is one entrance to the parking deck, which can become congested as guests arrive. Allow extra time to park and reach registration.
